ATCSI Chairperson


Holly Biscotti, Chairwoman, ATCSI, LLC, is a 21- year Navy Veteran Air Traffic Controller who served in various duty stations from Keflavik, Iceland to the USS Dwight D. Eisenhower. She also served at NAWC-AD where she was responsible for responsible for the training of all Sailors and Marines in the utilization of Standard Terminal Automation Replacement System (STARS) and simulator. Mrs. Biscotti is responsible for the strategic vision and growth of the company. She holds an MA and BS from Regent University.




Giacomo “Giac” Biscotti, President/CEO, ATCSI, LLC is a 26-year Navy Veteran Air Traffic Controller who served with great distinction and has continued serving as an Industry Leader for the past 10 years. He held a number of significant senior leadership roles including his final tour with the Commander, Naval Forces Atlantic, Norfolk, Virginia from 2004 -2008 as the Air Traffic Control Training and Readiness Program Manager.


Because of his passion for the U.S. Navy and the professionals in the Air Traffic Control (ATC) community, he founded ATCSI in 2012 as an entrepreneur start-up company. He saw that as a means of giving back and providing continued support to the men and women in uniform providing ATC services to the Fleet worldwide. He also saw it as an opportunity to share his experiences and expertise to other Military and Government organizations. Mr. Biscotti headquartered the company in Virginia Beach, Virginia, and has built a team that is comprised of former Navy, Marine and Air Force professionals. Under his leadership and strategic vision, ATCSI has grown over 1000% in less than 6 years. The company provides subject matter, engineering, and program management expertise to help develop, implement, and evaluate existing and futuristic ATC systems needed by the Navy Warfighter at Naval Air Stations and the Navy’s fleet of Aircraft Carriers (CVN) and Amphibious Assault Ships (LH/LHD). Major commands supported by ATCSI include NAVAIR PMA 205, PMA 213, OPNAV N98 (NAATSEA), and SPAWAR Atlantic/Pacific. ATCSI has also been subcontract partners with major defense contractors including Booze Allen Hamilton, BAE Systems, Engility Corporation, CTSi, Caley Corporation and eScience and Technology.


Giac holds a M.S. in Project Management, from Colorado Technical University, Colorado Springs, CO, and a B.S. in Administrative Management with a focus in Psychology from Excelsior College in Albany, NY. He is a Lean Six Sigma Blackbelt and has a Master’s Certificate in Project Management from Villanova University. Originally hailing from New York, Giac and his wife Holly now call Chesapeake, Virginia home where he enjoys being near his six children and six grandchildren.
